Data Exchange Description
The Integrated Compliance Information System–National Pollutant Discharge Elimination System (ICIS-NPDES) data exchange allows Partners to provide NPDES data to EPA in an XML format and check the results to correct common errors that may occur with their submissions. As of December 10, 2012, version 4.0 of the data flow accommodates all data families including inspections, permits, effluent, enforcement, violations, and program reports.

OpenNode2 Plugins for ICIS-NPDES Full Batch Submissions
The OpenNode2 full batch plugins provide Partners using .NET or Java OpenNode2 with software tools to simplify the submission of data from the Partner’s NPDES information system to EPA’s ICIS-NPDES system and to download, process, and distribute ICIS transaction processing reports. The ICIS-NPDES schema and documentation have been approved for use on the Exchange Network.
The ICIS-NPDES dataflow was upgraded to v4.0 in December 2012. This upgrade adds functionality for processing the following 22 new data families:
- Formal Enforcement Actions, Informal Enforcement Actions, Enforcement Action Milestones, and Compliance Schedules
- Single Event Violations, DMR Violations, and Schedule Violations
- Enforcement Action Violations Linkages, Final Order Violation Linkages, Compliance Monitoring Linkages, and DMR Program Report Linkages
- Biosolids Program Report, CAFO Program Report, CSO Event Report, Local Limits Program Report, Pretreatment Performance Summary Report, SSO Annual Report, SSO Event Report, SSO Monthly Report, Storm Water Event Report, and Storm Water MS4 Report
- Effluent Trade Partner
Users of the ICIS data flow can now submit all of their NPDES data families to EPA’s ICIS system the same way they have done in the past.
Prior ICIS-NPDES schema versions 2.1 and 3.2 of the schema will continue to be supported as well for existing State and Tribal submissions. Note that version 2.1 only supports the flow of DMRs, while version 3.2 only supports flows of basic permit, master general permit, general permit covered facility, unpermitted facility, permit tracking event, narrative condition/permit schedule, permitted feature, limit set, limit, and DMR data.
