The NOB will use Network Decision Memoranda to formalize all decisions. The Network Operations Issue Tracker will contain links from resolved issues to the appropriate Network Decision Memorandum. Eventually, many of these memoranda will be incorporated into broader Exchange Network guidance documents.

All Network Decision Memoranda will be distributed to the Network community through Network Email Alerts. The decisions reflected in the memoranda are effective upon release of the memoranda through this mailing list.
