The Exchange Network is jointly managed by representatives from U.S. EPA, state environmental agencies, and tribal organizations. The Exchange Network Leadership Council (ENLC) provides high-level leadership and direction for the Network. The primary sub-group of the Council, the Network Operations Board (NOB) supports the Network's day-to-day operations. The Network Partnership and Resources Group (NPRG) provides planning, analysis, recommendations, and implementation support to the NOB and the ENLC. The Network Technology Group (NTG) provide recommendations to the NOB on operational and technical issues, implements technical and operational decisions made by the NOB, and provides direction for the management of Network infrastructure resources. The Tribal Governance Group (TGG) supports tribal participation in the Exchange Network through its own activities and service on the ENLC, NOB, NPRG, and NTG.

The ENLC recently issued its Strategic Plan for the Exchange Network. The Plan establishes the strategic direction for the Network and codifies the ENLC's commitment to building and implementing a state-of-the-art means for exchanging environmental data and supporting better environmental decisions.
