  NetDMR project

Status: In Development

The NetDMR project was funded by two U.S. EPA Exchange Network grants (one challenge grant led by Texas and one grant to Illinois) and by the Connecticut DEP. Built on previous efforts to create electronic discharge monitoring reports (eDMRs), NetDMR provides a generic, open-standards-based, CROMERR Approved** (see CROMERR checklist and attachments) and very thoroughly documented eDMR system. The system can be implemented by U.S. EPA, by a state, or by any other organization with the authority to accept DMRs.

The NetDMR steering committee developed the NetDMR web-based Java application via contract with the Environmental Council of the States (ECOS) and ERG. ECOS holds the copyright/ownership for the original version and has made it freely available to anyone under the terms of this license.

The NetDMR system is comprised of two major components:

  1. A freely available web-based JAVA application for accepting electronic DMRs from permittees and for the regulatory authority to manage signatory user access. Click here to learn more about how your organization can access and make use of this free application.

  2. Exchange Network approved interfaces to U.S. EPA's ICIS-NPDES system (see the Implementation Resources section below for NetDMR Exchange Network Documentation)
    • Basic Permit Data Flow – flow of permit identifying information from ICIS-NPDES to NetDMR, including permit ID, permittee address, and permit dates.
    • Empty Slot Data Flow – flow of data from ICIS-NPDES to NetDMR that provides the information needed to create an unpopulated DMR.
    • DMR Data Flow – flow of data from NetDMR to ICIS-NPDES that includes the completed and signed DMRs from NetDMR
    • Error Message Data Flow – flow of data from ICIS-NPDES to NetDMR that includes any error messages encountered during processing of a DMR.

The NetDMR documentation package was received and reviewed by the NTG Conformance Committee. The Committee has deemed the schema and supporting flow documentation acceptable for use on the Exchange Network. The most recent version of the NetDMR data exchange is version 1.0. ** Each NetDMR implementer will need Attorney General Certification for CROMERR and electronic reporting. U.S. EPA's Office of Enforcement and Compliance has already received approval of the EPA hosted version of NetDMR.
