Thanks to the efforts of the Exchange Network Drinking Water Challenge Grant Project Team and support and funding from the EPA Office of Environmental Information, we are pleased to announce the availability of the "eDWR XML Schema-to- SDWIS/State Sampling Via EDI Converter." This converter is a valuable tool for any State that wishes to implement an e-Reporting solution for laboratory analysis results and also uses SDWIS/State to manage their drinking water data.
The converter works by applying an XML stylesheet to the e-DWR XML files submitted from labs to convert them to the 'Sampling Via EDI' flat file format, which then allows the submissions to be imported into SDWIS/State.

The converter is publicly available and can be used by anyone who is interested. Because it is based on open-protocol XML stylesheet technology, it is not proprietary and can be incorporated into a variety of technical environments. It is currently being piloted by multiple states which may result in future refinements or enhancements.
potential applications
The project team feels that the converter will have four valuable applications for both states and laboratories.
For States:
- States that do not wish to write their own conversion routine can simply run the converter online at the URL above to convert the files from e-DWR to EDI, then import the EDI files to SDWIS/STATE.
- States that do wish to incorporate the conversion directly into their e-Reporting solution can download the XML stylesheet for inclusion into their own program. Since the converter is written in XML stylesheet, it is open-source and can be viewed and modified (if needed) by any state's implementation team.
- In addition to converting files, the online tool can also validate e-DWR XML files. So even States (or labs) that do not have SDWIS/State can use the online tool to validate their e-DWR XML files.
For Laboratories:
- If there are some states that do not yet allow submission of e-DWR files, and still only accept Sample Via EDI flat files, then labs that are required to submit to both 'eDWR XML' and 'EDI' states can still prepare all of their submissions in the e-DWR format, then use the online tool to convert their files to EDI format for submission to their 'EDI' states.
