Abstract: This guide establishes design rules and guidelines for the creation of data exchange definitions and documentation for joint use by the U.S. Environmental Protection Agency (EPA), state and local governments, tribes, and territories exchanging data on the National Environmental Information Exchange Network (Network). The primary audience for this guide is schema and data exchange developers, Integrated
Project Teams (IPTs) and implementers. This includes all individuals involved with the design and development of a new or upgraded data exchange including both technical and business experts. This guide applies to all agencies and organizations involved with designing, developing, and implementing data exchange components for the Network.
