Data Exchange Description
Built on previous efforts to create electronic discharge monitoring reports (eDMRs), NetDMR provides a generic, open-standards-based, CROMERR Approved** (see CROMERR checklist and attachments) and very thoroughly documented eDMR system. The NetDMR project was funded by two U.S. EPA Exchange Network grants (one challenge grant led by Texas and one grant to Illinois) and by the Connecticut DEP. The NetDMR system is composed of a freely available web-based JAVA application for accepting electronic DMRs from permittees and for the regulatory authority to manage signatory user access, and Network-approved interfaces to EPA’s ICIS-NPDES system featuring:
- Basic Permit Data Flow (i.e., flow of permit identifying information from ICIS-NPDES to NetDMR, including permit ID, permittee address, and permit dates;
- Empty Slot Data Flow (i.e., flow of data from ICIS-NPDES to NetDMR that provides the information needed to create an unpopulated DMR;
- DMR Data Flow (i.e., flow of data from NetDMR to ICIS-NPDES that includes the completed and signed DMRs from NetDMR); and
- Error Message Data Flow (i.e., flow of data from ICIS-NPDES to NetDMR that includes any error messages encountered during processing of a DMR).

The NetDMR documentation package was received and reviewed by the NTG Conformance Committee. The Committee has deemed the schema and supporting flow documentation acceptable for use on the Exchange Network. The most recent version of the NetDMR data exchange is version 1.0.
